Screen Tearing Not Gaming

I get screen tearing when I scroll pages and or watch videos on my screens

What do I do?

I three 27in 1080p screens.all are hdmi input screens
one is wired dvi to hdmi, second is hdmi to hdmi, third is active minidiplayport adapter to hdmi

I have a AMD R9 270X

I had this issue even before the major amd update a couple of days ago
