Screen tearing on video playback (chrome)

Hey everyone,
Ive been having trouble with serious screen tearing while watching videos on chrome (either twitch or youtube it doesnt matter). I know most games have options for vsync but for the life of me i cannot find it in chrome. Ive also searched through amd catalyst control center for the option and cannot find it. Remember im talking about screen tearing with videos...not in games. Any help would be greatly appreciated.

Specs:
amd fx 8350
powercolor radeon r7260x
16gb ram
windows 7 ultimate
running dual monitor from same graphics card.
monitor 1(main, the one i watch vids on) - acer 24 inch, 60hz, DVI 1920*1080
monitor 2 - insignia 720p hdtv DVI-HDMI (adapter) 1600*900 im guessing its 60hz
amd catalyst control center with latest driver (omega)

this could be a result of the hardware acceleration being on .. try turning it off and run the video agaun and see if the problem persist
