SCREEN TEARING ON VIDEO PLEASE HELp

I run a 9590 4.7 AMD with a R9 290X GPU on a 50 inch 4k SEIKI with HDMI I at 30 HZ. I have enabled VSYNC and Triple buffering.. however this has not prevented the screen tearing from happening on video playback. This does not happen in video games, it works very well actually. Does anyone have any advice for me?

the reason for the screen tearing is because u have a 30 hrtz screen. the refresh rate is far too low for to to keep up with the graphics card.
