Question Screen tearing ONLY outside of games?

I recently got a gigabyte m27q minitor (1440p,170hz). I am connecting it to my R9 390 card with the DP cable. I only got three options from display setting (60hz, 120hz and 144hz). When I set it to 144hz, i got screen tearing approximately every 30 sec only outside of games (at desktop or browsing). I got no tearing in games (likely because I have freesync on). However, the tearing disappeared when I lower the frame rate to 120hz or 60hz.

What is causing this? Is my graphc card not enough to support 144hz? Thanks in advance.

I don't know about desktop tearing but I've had browser tearing on occasion and toggling hardware acceleration fixed it.

I already have hardware acceleration on in chrome. Thanks anyway.

I just tried it. It didn't work.
