Screen tearing, please help!

Hello, so today I have been having some screen tearing issues, i don't mean just today, but since i got my new pc, i had it in games and on my desktop, but when i toke it to the shop the fixed the desktop issue what was Aero, I have tried to force V-Sync on on all the control panel. I have looked into this.

GTX 650
I5 2500K
4GB
1TB
Monitor:
AOC E2470Sw 60HZ

Can you turn you settings down any lower or make the resolution a bit smaller? That should help a bit.
