I have a 60hz monitor and its running at 1080p i have a gtx 1060 3gb with a ryzen 5 2400g and i get massive screen tearing when i play games and i dont know why but when i tried playing games on my tv there was no screen tearing and i reinstalled my gpu drivers and i dont know where to fin drivers for my monitor which is samsung c24f390 the screen tearing is in any game and also vsync doesnt work and another thing is that i run games from 70fps-200 fps

Solution
You want to enable vsync when FPS exceeds your monitors frequency to prevent tearing.
Try enabling Adaptive VSync in the Nvidia control panel.

BTW, 60Hz means your monitor is physically capable of displaying 60 frames per second. Anything above that is either getting discarded or shown on top of other frames (tearing)
