Screen tearing / scrolling , line moving up the screen please help ?

Hello , wondering if anybody could help a new guy to PC gaming ..
My son when gaming has these blurry lines which start from about half way up the screen and scroll to the top , and repeats every couple of seconds .
The PC is cheap I admit that so here's a basically what's in it ,
I5 2320 @ 3.0Ghz
8gb ram
GTX 1050 ti 4gb

These lines only used to appear on Lego city , but now there appear on GTA 5 , which they never used to also GTA 5 won't stay on full screen mode even after applying .

I watched a video on YouTube on how to go into nvidia control panel and change a view things to get better fps is this what's causing it ?? ( its always happened on Lego city anyway but not GTA 5 ).

Fraps before messing with settings on GTA 5 was saying 55fps to 60 fps , but now its says nearly always over 60fps ..

Any ideas ?

One thing that might help fix this is to turn on V-Sync. This will probably be in your graphics settings. This will cap your FPS at 60 but prevent screen tear. There is also the fact that your monitor could be old and it may be time for an upgrade.

Thanks for the reply my monitor is a lenovo l2251x
It has 5ms response time refresh rate of 60 hz 75hz,
Is this not good enough ?
I tried vsync on still got the lines ..
But I put it on epic settings on fortnite getting 60+ fps with no problems With vsync on and off ..
What fps should I be getting with my setup ?
