screen tearing/stuttering on new build? HELP!

OS: windows 7 64bit home premium
i5 4670k 3.4GH (not overclocked)
asus r9 280x DC2T
8gb corsair ddr3-1600 (2x4GB)
monitor: asus 23 inch, connected from a hdmi to something (a big white VGA cable?)

installed the drivers from asus' website, and this is happening. i built this desktop last night, what should i do? do i have a bad graphics card?

Solution
Bring up CCC, Gaming, its right there under Frame Rate Control. Mine is set to off unless application specifies. This allows me to turn it on or off depending on the game.




how do i turn vsync on in CCC? there is no option as far as i can tell.

i updated to the newest amd drivers, 13.11, its still happening. i ran kombuster (suggested from a user over at /r/buildapc on reddit) and everything looked fine, so i don't think its a graphics card problem. i can run skyrim ultra+25 "enhance" mods and didn't notice a drop in fps or tearing/stuttering. any ideas?
 


it doesn't show up in my CCC, only anti aliasing and 3D stuff.

BUT, it stopped tearing... i don't know what i did, but it has stopped. i tried recreating it (dragging windows over other windows) and it wont, .. so no clue what it was, but thank you all for the help! :)
