Screen tearing when booting PC after blackout

Recently, Window 10 just finished update and asked me to restart to update. Of course, I didnot intent to shut down mid way. However, my area sudden have a blackout, so my computer shut down mid way. After electric back on, I rebooting my PC and this happen

At first, i thought HDD's problem, since it keep looping rebooting without let me sign in.
However, after i changed another HDD it booting normal, the screen still appear randomly tearing like that almost 99% of the time PC working.
I have no idea what going at the moment? Someone please help me with this problem. Is it cause by motherboard?

Wait, can you log on or does the screen get stuck? Also, it might be the monitor or GPU's problem.

I think my monitor is fine. Since when i open ps4 the picture show up normally. By the way, GPUí amd/intel chip i5/7 or something like this right? Sorry, my knowledge about computer is suck hard.

With new HDD, the PC automatic setting everything and i able sign in wihtout problem. But dat pink line appear 99% of the time when PC running. Im not sure what is GPU, is it something intel core or amd core?
I think my monitor is fine, since when i turn on Playstation 4, the picture show up normally without pink line.
