Screen Tearing while scrolling and watching videos in Google Chrome, on Windows 10

Anyone have problems with screen tearing in Google Chrome?
Sometimes when i'm scrolling ill get a vertical screen tear, (Shown in the video) for example, the Steam logo will tear, or when im on EVGA forums a portion in the middle will horizontally and vertically tear.
When i'm watching videos, be it Facebook, Netflix or on a website ill also get tearing. Mainly horizontal tearing, it can be when panning, or even standing still.
It seems this problem is isolated to Chrome, I don't seem to get it in Firefox or Internet explorer.

Anyone got an idea for a fix, it seems like i'm not the only one to have experienced this problem, its extremely irritating.
I've tried the following:

-Turning Vsync on, or off or adaptive in Nvidia Control Panel
-Turning on or off hardware acceleration in chrome settings
-Turning on or off "Smooth scrolling" in chrome settings
-Reinstalling Chrome
-Enabling or disabling adobe shockwave in chrome.
