Screen tearing while streaming?

Hello.

I just purchased a new pc so i could stream more. Streaming with OBS.

PC specs:

Ryzen 1600x
GTX 1070
16gb ram

While im streaming i get tearing. Or i dont even know if i could consider it tearing, input lag or whatever. It feels like its the same lag as you are watching a video on 240/360p.

Iv'e tried turning Vsync on, but it doesnt work. Temp's are good, cpu usage is good..
 


Not my monitor, was fine 1 day ago so that's unlikely. But to try and explain it in a different way, on my 120hz monitor, it feels like its 10hz. yes, ive made sure it's set to 120hz.

It works fine, when i dont have OBS running. When i close it, every game is smooth. My cpu is not having any problems as its on 30-50% and good temps, same with gpu. For example in CSGO, when OBS is running, csgo caps to 60fps. Vsync off, and fps unlimited. As with for example fortnite, it does not cap the fps, but it is screen tearing. This is also with OBS running (running fine without OBS running).
 


But no, i probably wouldn't say it's tearing. More like.. its so difficult to explain. It feels like mye 120hz monitor is running on 40hz. Only while having OBS running.
