Screen tearing while watching Videos

Hi all, I have noticed lately that I have a screen tearing issue that has become quite annoying, i was wondering if anyone knew how to solve this, it happens when watching videos on Netflix or youtube and I think sometimes when I play my games but I focus alot when playing so think I can tune it out.
I have a GTX 980ti, i7 6700k, 16gb ram, win 10.

Any suggestions on how to solve this would be awesome, thanks alot.

An update I thought I would add is im using a Asus VS248HR 24" Monitor, I have tried messing around with v-sync and triple buffering but nothing has worked so far.
