Screen tearing with v-sync and triple buffering turned on

I get screen tearing on almost everything from games to Youtube videos, this doesn't seem to happen om my second monitor though. The screen tearing seems to happen mostly when a camera or character is moving, it's sometimes like 3 lines centered in a pretty small area that shows different frames or when. It also loads up one part of the screen faster than the other when switching picture. This problem also happens when navigating the monitor menus.

Specs:
main monitor: 1080p, 60hz, TV.
Second monitor: 1080p, 60hz, Normal screen.
CPU: i7 4770 3.4 GHz (turbo mode enabled to 3.9GHz)
GPU: nvidia geforce gtx 1060 6gb
Ram: 8GB DDR3

NCP Global settings are:
V-sync: adaptive
triple-buffering: on

Definitely higher than 60 fps if v sync was turned off, but with it on it remains at 60 with the occasional 1 fps drop. Also note that this also happens when switching menu screens on in my monitor settings, so the problem is with the monitor not my pc.
