Question Screen tearing

Hello, my pc was overheating a bit so i have ordered new case and thermal paste. Everything is working ok (pc not overheating anymore and performance is as it should be) but i came across new problem - when i have fps especially below my refresh rate (75 hz) im getting like screen tearing/stuttering. Maybe its not even related to how many fps i have, the screening occurs usually when a lot of action is happening on the screen (but fps are not dropping!) Its hard to explain, the screen is just choppy, it looks like a less fps than i actually have. I already tried reinstalling pc, tried older drivers, tried playing with vsync, tried to turn off "gsync compatible" in nvidia control panel, but nothing seems to help. All my temps are fine, under load my cpu doesnt go above 60c and gpu stays at 70-75 range. Also i have tried reseatting all components, different hdmi cable (currently using DP), but nothing helps. If anyone has any idea what might be causing this, i will be really grateful! Sorry for my bad english and take care.
