Question Screen tearing

Hello,

I'm having some screen tearing, it's noticeable in google chrome ( when scrolling or watching youtube videos) its an horizontal line in the middle of my screen that cuts the display ( for a few miliseconds) and also in games.

What I tried : - Turning on vsync in nvidia control panel to adaptive, fast, on, off ( nothing worked)
- Turning on vsync using nvidia inspector ( didn't work)
- Uninstalling and reinstalling graphics drivers ( gefore experience) - didn't work

This is my config :
cpu: i5 4590s
gpu: gtx 1060 6gb
ram : 16 gb 1600mhz
mb : z97 deluxe
monitor : Hp Elite display E232 1920 x 1080 60hz

Any solutions please ?

Is it always in the middle of the screen?! Same-ish spot every time?!
It could be a problem with your cable or one of the ports.
