Hello,

Recently, whenever I lock my screens or my monitors go dark due to the system idling too long, I notice that my screens will continuously flash whenever I return to use my PC again (the system and monitors act as if I've unplugged and plugged back in a monitor, or as if my GPU/Drivers are constantly refreshing). The only solution is to either restart my PC or unplug a monitor. Any ideas what could cause this? I've reinstalled my GPU drivers via clean install in the NVIDIA app, but that did not work.

I have a 14th gen i7 CPU and a RTX 4070. The issue started after my system suddenly lost power during a power outage.

When posting a thread of troubleshooting nature, it's customary to include your full system's specs. Please list the specs to your build like so:
CPU:
CPU cooler:
Motherboard:
Ram:
SSD/HDD:
GPU:
PSU:
Chassis:
OS:
Monitor:
include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.

What driver version are you on for your GPU and how are the monitors tethered to your platform?

I've reinstalled my GPU drivers via clean install in the NVIDIA app, but that did not work.
Users are advised to use DDU in Safe Mode to remove all GPU drivers(intel, AMD and Nvidia) then manually install the latest(or the driver version of choice) in an elevated command, i.e, Right click installer>Run as Administrator.
