I need to know how to activate a policy to activate the
screensavers in all computers after 30 minutes of
inactivity.

The settings you are looking for are under User Configuration
\Administrative Templates\Control Panel\Display

Create and link a GPO to the OU where the user accounts reside. Set
"Screen Saver Timeout" to 1800 (in seconds). You should also enable
"Screen saver" and specify one in "Screen saver executable name"
otherwise users can just select '(none)' an you accomplish nothing.
