Scroll wheel not working on everything except chrome

Just like the title says, my mouse scroll wheel doesn't seem to work in anything besides chrome and file explorer. I have no idea what seems to be causing this. I use a Powerlogic X-craft 5000 mouse (cheap mouse). This problem only happened recently, it was working perfectly fine before this

Try another mouse. I got a Gigabyte M6580 for $9aud and its been working for a year.

Have you:
a| tried a different port to connect your mouse
b| tried checking in OS device hardware manager to see if they recognize the mouse now as a 3 button mouse or a mouse with a wheel?
c| tried contacting the person you purchased it from?
