Question Seagate 1.0TB makes clicking noise ?

This is a weird one. I recently built a new PC with a Thermaltake level 10GT (Rare case I suppose) it has hot-swappable drives so I took advantage of that. I have a WD Blue 1.0TB and a Seagate Barracuda 1.0TB. When I plug the WD in, it runs perfectly fine, but when I plug the Seagate in, it makes a clicking noise followed by a humming sound (assuming that is just vibrations since the case is old) I even put the drive in a different system and it worked fine. The case has a PCB dedicated to the SATA drives and I'm thinking that might be the issue. When I try to install games on the drive via steam, I also get a DISK WRITE ERROR. This is giving me an aneurism so I came back here for help. I'm thinking that I don't have enough power in my psu, either
