Just bought Seagate 2Tb srd0n1f external hdd and it's underperforming. IDK why perform as usb 2 when I plug on motherboard USB 3 port with USB 3 cable?! Max speed is 40mb/s read/write.

Mobo: MSI Z590 Torpedo
HDD: Seagate external 2Tb srd0n1f

Solution
Is this during an actual file transfer (those numbers might be typical/normal for a batch of files to/from a 5400 RPM external drive), or during a CrystalDiskMark sequential reads/writes? (In short, you can't expect much more than 110 MB/sec sequential from 5400 RPM drives on benchmarks, and, expect even far less on copying a folder containing lots of small/medium files)

Both. I found the issue. Disk priorities in bios solved the issue. Now I got high transfer speeds.

Thank you anyway.
