Seagate external hard disk is not detected..

My Seagate Backup plus portable devide is not detected in my laptop but its showing up in disk drives and hard disk light is on. Please help me..

What do you mean by "showing up in disk drives"? Do you mean that it is recognized in Disk Management? If this is the case, you could try signing the drive a new letter to see if it is recognized by Windows Explorer after that and if you can access it as usual. Here's how to do that: How to change the drive letter assignment in Windows 8, 7, Vista, XP or 2000.
Is this a new drive? Have you had any issues with it before? Do you need any data recovered?
If assigning it the drive a new letter doesn't prove useful, try the HDD with a different USB cable (not longer than 12") and a different computer to see if the same thing happens. You could also download the manufacturer's diagnostic tool and test the drive with it, to see if there's anything out of the ordinary.

Now my Seagate hard drive is recognized under Disk Management, and the status [ Not Initialized and Unallocated] .
I tried to Initialize the drive but, I cannot select either "Initialize" or "New Simple Voulume". Please help me out..

I want all the data back.
 
Please let me know if this is a new drive and if you need to recover data. The course we need to take in order to tackle the issue depends on the data recovery matter. If you have important files which you need to retrieve, this means that you shouldn't try to initialize or format the drive, because that's data destructive and you'd probably lose everything.
Also, what do you when you say that you can't "initialize" the drive? Is the option greyed out?
