As stated on the title, though some key things to note
Old 2010, part number 9ZC2A8-501
Works previously on windows 7 Laptop
Able to force letter change does work on diskpart
Unable to online the volume, disk is online though

Can you please share some screenshots from Disk Management and how the external HDD appears there? I'd also suggest you check how it would get detected if you try using a different USB cable and swap the USB port where it is connected. If you have access to another PC/laptop, try connecting the HDD there as well and see how it would pop up. As soon as you can access your data, back it up somewhere else immediately. Afterwards, proceed with the troubleshooting by testing the HDD's health and SMART status using its manufacturer's brand-specific diagnostic utility.

In this case, you should check the Windows 10 computer's USB Hub controller drivers and make sure you manually install them from the laptop/computer/motherboard manufacturer's official website, rather than letting Windows 10 Updates take care of them. Unfortunately, they tend to install more generic and a bit outdated drivers during some updates, so that could be the reason why you are unable to get it properly working on this Windows 10 system.
Another thing you could try, if you are able to see the HDD in Disk Management on Win 10, is changing the drive letter assignment of the drive.

Driver's are up to date, well as much as the website will allow.
I can change the letter assignment in diskpart, but when i do it in disk manager, the parameter is incorrect. If i try to remove it, the volume is offline.
 
I don't know ? seems like starting with win-8 extra drives could be a hassle to use 8 users ran in to near the samr thing adding extra drives from time to time as well ?

all I guess there is to do is look up any trouble shooting steps - I don't know if 10 in device manager has the 'scan for hardware changes like in 7 to scan and load rivers that may not of by default ??
