seagate st4000dm000 desktop hdd.15 s.5" 4TB SATA III only has 1.63TB usable

so i just bought the seagate st4000dm000 desktop hdd.15 s.5" 4TB SATA III and when i put it in my case it says that there is only 1.65 and before you ask yes im useing gpt and all of that but in f2 menu on my H97 anversiory asrock motherbord dont know serial number or and of that but it show as 3.67TB and that what is should be but its says in the disk manger for windows that there is only 1.65TB so id dont know what to do and here is a vid of the disk mager on window 7 i dont know if uesing SATA 6 cable and port would do it plz help [video="https://www.youtube.com/watch?v=GRC7x-mtUNo&feature=youtu.be"][/video]

You should start with the basic troubleshooting steps. Try the drive with a different SATA port and cables, or even better - with a different computer, to see if the same thing happens. Download the HDD manufacturer's diagnostic tool and test the drive for errors, to see if there's anything out of the ordinary.

You could try low level formatting the drive, however let's find out how it goes with the tests first.
