I dont know about your sea ports, but in my cities they do accept road and
rail freight, do have a high usage %, and do have x number of jobs for the
sims assigned to them when using the query tool. In RH they also generate
traffic via freight trucks, freight trains, pedestrians, cars, busses,
passenger trains, etc.....
The budget report shows they make a profit as well. (They dont cost more
than they earn)
I have one seaport in one city that has freight trains and freight trucks
coming from all over the city, and from a neighbouring city via a rail link
and highway to deliver freight to the port.
