tried to log into safe mode and see if same thing happens there?
go to settings/update & security/recovery
under advanced startup, click restart now button
Note: if that behaviour stops settings working right, you can get to safe mode from the login screen
on the login screen, click the power button in bottom right
while holding shift down, click restart button
regardless of if you used settings or login screen, PC will restart and load into a blue menu
choose troubleshoot
choose advanced
choose start up options
hit the restart button
choose a safe mode (it doesn't matter which) by using number associated with it.
Pc will restart and load safe mode
open file explorer, is it acting the same way in safe mode? if not, it could either be a driver or a start up program causing that behaviour. If its still happening, it could be hardware.
If its not happening, lets set PC up for a safe boot and see if that fixes it - read instructions and make sure NOT to disable any Microsoft services -

if safe boot fixes it, it means it could be a start up program causing a conflict or something. Slowly (over a few starts) reactivate the services and start up programs to see if you can identify cause.
