Searching for a GPU

im searching for a friend and here is his spec:
inter core 2 quad cpu Q8200
mother board gigabyte GA-EP43-DS3

im currently looking at R7 250 but it has pci 3.0 but the mobo only has 2.0 however it support 16x design which is same as used by r7 250. anyone can help me with this card performance on pci 2.0 and any other graphic card suggestion(under70-80$). Mobo brand is gigabyte and psu is 350 watt.

quick note: I found out r7 250 is actually at max need 400 watt psu while my friend got 350 watt. anyone can confirm if 350 can be enough for casual gaming with this card?

PCIe is a backward/forward compatible interface. So, you should be fine with any card that fits the PCIe x16 slot. Performance difference will be zero with that class of card. You'd have to get into the $300-plus range of cards before there would be any difference caused by the 2.0 interface.

The R7-250 can run on any good quality 300W or better PSU. Although a 380W is recommended.

Btw, the GT 1030 (new) can be had in nearly your friend's budget range. New card, more VRAM, and slightly faster. Runs on almost any PSU.
