i5 7600k + GTX 1080, so wattage only matters how much it can power? not how well it can power? So a 650W seasonic will perform better than an 850W evga?

Yes exactly Wattage only matters in how much it can power. Components only take what they need. How well it can power is determined by brand and model. In this case both are excellent with the Seasonic being technically better.

Honestly 550w is more than enough for you. An 850w PSU is a waste, the 650w Seasonic will operate more in its efficiency range.
