[SOLVED] Second display on 30hz.

Hey guys. So i got a laptop for work, exact model is HP 650 G5 with specs:
CPU: 8th Generation Intel® Core™ i7 processor (i7-8565U)
RAM: 16GB
Storage: 512GB SSD
GPU: Intel® UHD Graphics 620

Right now I have my sencond screen connected via HDMI. Second screen is Dell UltraSharp 4K (U2718Q).

I noticed that my second screen works slower than laptop one and decided to check refresh rate. It was set to 29 Hz and I couldn't change it to 60. Is it possible that GPU doesn't support HDMI 2.0?
What should fix this issue?

Mine has Serial Port and not VGA.

Now I see that Type - C can be used as DisplayPort. Could this work? If so, is there any special cable for 4k @60Hz?
