Second Monitor Fullscreen issues

When I Fullscreen on my second monitor, there always seems to be a bit of the screen that isn't covered up and I', still able to see the background to my desktop. The fix i've been using is minimizing chrome and opening it up again. That seems to work, but i'd rather not do that for every video I want to watch in fullscreen, while gaming. Is there a way to fix this?
 


Both are in 1920x1080, and One is DVI and the other is HDMI. Thing is, I recently went from windows 10 back to 7. When on windows 10, I never had this issue. And I have the exact same set up.
 


Are you able to use HDMI for both, or DVI for both monitors?
 


I am. I've tried but doesnt seem to fix the problem.
 


Have you checked the settings directly on the monitor (buttons on the monitor itself)?
 


I have, nothing is different at all. Even if i switch which monitor is the main on the screen resolution, it'll just happen on the other monitor that isn't the main. I've checked my Crimson driver, but nothing is off on there either.
 


Instead of minimizing Chrome and reopening it, just hold the Left Alt, and press "Enter" or "Return"
