Second monitor No signal

Hi, I have PC with XFX rx-460 with DVI and HDMI socket, my main display using HDMI, and The second one using DVI to hdmi converter cuse the monitor do not have any DVI socket, but the second monitors showing no signal, than i try reinstalling AMD driver with out driver all monitor work fine, and i try intalling AMD driver again than the problem come back (no signal on second monitor) can someone hlep me?

VGA : rx-460p4dfG5
Monitor : LG 20m38h-b x2
PSU : be quiet! PURE POWER 9 500W
OS : WIndows 7 64bit SP1
Driver Version : adrenalin 2019 version 19.1.1

Try the next to latest driver (latest says "optional" anyway, as there are known issues with it, yet to be fixed):

It's advisable to use DDU to ensure existing driver is thoroughly removed before installing the one above:

still same problem, do i miss setting?in the first start up after installing new driver, both monitors work fine but only in bios loading, after windows loading the second monitor turning off becuse "No Signal"
