Question Second monitor runs at only 30hz ?

I bought a new laptop Hp victus 16 R7-4800h and rt 3050, the problem with this laptop is that it has 2 graphics, the laptop moniter uses the amd graphics and, when i play games it uses the nvidia graphics.

The problem here is i have connected my 29 inch ultrawide moniter to the laptop using hdmi and the picture everything is good but the refresh rate is the only problem, the moniter is running on 30hz, im unable to change the refresh rate, and my laptop moniter is also running on 30hz when i connect my external moniter, can anyone specify the reason and fix for this?
im using all latest nvidia and amd display drivers.

On the laptop are you able to right click an empty area on the desktop and access the Nvidia Control Panel?

i tried accessing the nvidia panel also, even through it says 60hz when i run testufo, it shows 30hz and i can feel the stutter
