Second monitor screen overflowing

I hooked up my old HD tv with a VGA cable to my PC to use as a second monitor. Problem is the screen on the tv is overflowing and I am only seeing the center of what my desktop wallpaper. I want a full screen view. I have a MSI gtx 470. I have been looking around and I can't seem to find an answer on how to fix this. How do i make this work?

 
What version of Windows do you have? Even though you setup different resolutions on monitors, the "main display" is the one that dictates the size of the wallpaper displayed on all monitors. If you main display is 640 X 480, and your second display is 1920 X 1080, the wallpaper will display in 640 X 480. It is a Windows thing....

I have tried both. I am have messed with the display and resolution in the Nvidia and in the control panel with no luck

The only option I have is "overscan" and it is greyed out and not selectable.

I am doing it under the imput being used. Because it is my second monitor how would I use an HDMI when doing this?

The HDMI is being used on my primary monitor.
Ok, so i unplugged my primary monitor and the VGA was still hooked to my second monitor (the tv) and the screen adjusted perfectly on the second monitor, looking like this http://imgur.com/7W1Q6g0 Then when I plugged my primary monitor back in everything went back to being messed up.
