Second screen flashes black when I have Chrome open on it

Hi so I'm running dual monitors and since about a month back my second screen would sometimes turn black for a few seconds if I had Chrome open on it. Now it's gotten worse, it stays black for ~10 seconds or it gets disconnected saying "Cannot display This Video Mode, Optimum Resolution 1280x1024 60 HZ" which is what I'm using.
Is this a problem with Chrome or the monitor? I bought the monitor secondhand but it's never turned black unless I've had Chrome on it.

Running Windows 10 with a R9 390, the monitor is connected with a DVI cable and it makes no difference which port I connect it to.
Thoughts?

Go to the settings in Google Chrome.
Search 'hardware'
Uncheck the option of 'use hardware acceleration when available' and restart chrome.

Nope still happening. It seems to get worse when I open Youtube videos.

Damn it should have fixed the issue 🙁 . Can you please confirm if you face the same issue with other browser or apps too?
