Second SLI graphics card is always under load, regardless of what I'm doing on my PC

I set up two GTX 970s in SLI about 6 months ago, and for the longest time whenever I was not doing anything graphics-intensive, the second graphics card would clock itself down (to around 800 MHz or so). I liked this because it kept temperatures, power consumption, and fan noise down. Now, for some reason the second graphics card is always running at the same clock speed as the primary card, regardless of what I'm doing on my computer. The lowest it ever gets now is 1100 MHz and is always the exact same as the primary card. I believe this started a couple weeks ago when I disconnected and reconnected all of my displays after re-arranging my desk a bit. I don't think any of my display settings have changed, so I'm not sure what's causing this. Any help is appreciated!

Are you overclocking the GPUs? Could be a setting in the OC software. May just be easiest to uninstall the software and get everything back to stock settings and see if it is still doing it.

It could be a corrupted driver. In that case you should do a clean uninstall of your drivers in safe mode. Use the DDU tool below to remove the old drivers and then install the current drivers from Nvidia.
