Secondary drive set to read only and I can't find a way to change it back

I was booting up some programs today and noticed that I can't change any settings they just change back.

I looked at my E drive and all of the folder are set to Read only. I am unable to set them back as I receive "Access Denied" error.

I have used diskpart to attributes disk clear readonly to Disk 1 and i receive a message telling me it "Failed to apply attributes".

What the hell is going on?

I am logged into my administrator account. I cannot write anything to the drive it tells me a require privilege is missing?

When I right click on drive got to security permissions, I get to this

I am unable to access the settings to Users for some reason.

Surely being administrator this would be fine?
