Question Secondary internal hard drives show in BIOS and Device Manager but inaccessible

Hi, been having issues with my drives. Pretty much how I described it in the title. Booting into Windows is no issue though. Some other symptoms:

Repetitive repair of one of the drives (I have 2 HDDs for storage)
When plug/unplug the SATA data cables they do show up sometimes... Then when I restart same thing happens.
When the aforementioned drive(s) are showing in This PC and I try to open it, "E:/ is inaccessible, access is denied."
Command prompt diskpart - list disk shows the secondary drives, one as empty, the other with the exact storage in it.
I changed my PSU and GPU, if that info is useful. It worked fine after that until I got notified my HDDs were low on space (they were not)
Checked both drives with HDTune, both showing.

I've had a similar issue before with Windows Storage Spaces but I can't for the life of me find the solution again. Lots of important data too so I can't just format it. Hoping to fix this, thoughts?
