I would like outdoor cameras that I can monitor from a laptop and record from wifi without installing any phone apps or using a cloud.

And apologies for "piggybacking", I can see how that would rapidly become an issue.

Solution
Look into Reolink.

I have a couple (RLC-423), and they are pretty good.

However....You will need some sort of application on your laptop to access the cameras and video. The Reolink application is pretty good.
Secondly, WiFi? How will you provide power to these cameras?

re: How will you provide power to these cameras?

I'm open to battery, wired would expand the project a bit, but its not a deal breaker.
Battery will require changing/charging at least every other day.
And for me, WiFi and security don't go together.

Some of the Reolinks have a solar power to charge.

My two cameras run on PoE. A single wire to the camera to provide power and ethernet.

Pretty much every wifi or network cam will give you a web interface so you can do anything through there.
My motivation is just avoiding the need to "activate" the product. I'm firmly against using anything that requires mobile apps or accounts when the product clearly doesn't need it to function.
