Security Message

We are trying to setup the security message for when a user logs in to the
domain. (i.e. This system is for Authorized uers only, All activity on this
system can be monitored, any unatuthorized activity will be prosecuted...)

I have setup the Domain Security Policy as well as a GP in Windows 2000, but
the message still does not pop up.

Is there a step I am missing?

Also, we are a thin client/Terminal Server setup here, does that make a
difference?

You need certify AD replication is take in place and clients are receiving
the policies. You can use gpresult.exe at clients to check this.
