System Usage from Most to Least Important: Primary importance: Many (30ish) internet browser windows being simultaneously open and quickly-accessible without having the system lock up excessively. Secondarily, ability to play MOBA style games would be nice, so a cheap graphics card.

Do you need to buy OS: I'm not sure. I have the Product Key on my windows 10 from my other PC handy, so that should work if I enter it on this new system right?

You can have windows 10 key number only on 1PC for it to work.
