Question Intermittent disconnects, upload drops to 0, but download continues working for a while ?

I'm on a wired connection and all devices on the network experience this issue. My internet service is standard copper cable internet. This issue has persisted the entire time I've lived in this apartment, essentially, the internet will fully drop out in 2-10 minute intervals throughout the day. When it does drop out, the upload will fail first, however the download will continue without issue for some time, as in, if I'm in a voice call I can hear the other person for several minutes, however they will not hear me, and a ping test to google.com will fail as I cannot send packets.

The ISP has sent a technician twice and both times they simply tested the signal levels on the line and found them to be normal. The modem/router combo is plugged directly into the wall outlet. Have already tried any number of full resets on the router, using other outlets, disabling band steering, etc etc. There are only two ISPs in my area and this is the cheaper of the two, so my preference is to try and troubleshoot it, but if this sounds like an unfixable issue let me know. Thanks in advance.
 
This does appear to be a issue with the ISP. To confirm try to run a ping between 2 devices in your house during the time that you can not ping google. This will pretty much rule out your equipment.

This type of problem tends to be a issue with the signal levels. The ISP though in theory at least has confirmed there is no issue. Most modems have screens that show you the signal levels and things like error counts. You can search and find the recommended values.

Did the ISP replace the router. If you own it then maybe consider buying another. This is the strange type of issue where renting a modem from a ISP might be cheaper.

Normally you would upgrade your firmware on the router just to be sure it is not your issue but in modem/router combo unit the ISP is responsible for the firmware and you can not change it.
