Seeking upgrade advice for new gaming rig: $700

Hello! =) I need help finding the best parts for my new gaming rig, and plan on reusing older components that I already own. You will notice that I already have a CPU selected but need some additional help finding the right Mobo, Ram, Cooler that is capable of overclocking. Includes answering some questions regarding my older components, seeking a truly solid build. I plan on purchasing these components well within the next 72-hours.

My budget is $700.00USD MAX
I would like to try and keep it around $650~ Haha.

Additional thoughts/Information:

CPU:
I'm deadset on upgrading to the i7-7700k as I've done my research that it's the best processor for me as a gamer who plays CPU bound games like: ARMA 3, Squad, The Witcher 3, etc.

Motherboard:
I want to be able to overclock above 4.9Ghz safely, but can I do that with my old PSU that was purchased back in Oct. 2014? I've only ever owned budget motherboards and am looking for a VERY SOLID motherboard that doesn't overheat in any areas. I'm also hoping it has plenty of good features (SLI feature for newer GPU in the future/GTX-1080X2?)

Ram:
I know that I need DDR4 ram and want to upgrade from 8GB to 16GB at 3200mhz or even higher at the right price and at the best performance possible at my budget.

Cooler:
I was advised to get the Hyper 212 Evo a few years ago, but it was only capable of pushing me to 4.5Ghz on my FX-8350 and It couldn't keep my CPU cooled down to safe temps. I believe I need a new cooler for the i7-7700k, and plan to overclock beyond 4.8Ghz and possibly into 5.0Ghz+. It would be cool if you recommended which paste is best for achieving the best possible temps with said newer cooler.


I hope someone with experience building computers can help me finding the best components for my future gaming PC.

I recommend more HDD space tbh.
You can do much better than the 212 Evo nowadays, there are better cooling solutions for the same price, or the same performance for less. (See Gammax 400, Be Quiet! Pure Rock/Pure Rock Slim and Cryorig M9i.

If you feel you're fine on HDD space skip out on the hard drive, but games are getting really big in file size nowadays.
When you upgrade your monitor, go on PCPP, and compare the prices for the XF240H, VG248QE and XL2411Z for 1080p 144hz.

I actually just picked up the 500GB SSD and usually play the same CPU bound games over and over (haha) so I'm good on space!

I'm looking for memory stick speeds at or above 3200mhz~

I've always bought cheap budget boards for the past 10 years at or around $120! and the one you link has a great price and all- but I'm hoping for something a little bit beefier that may also support SLI. (ASRock Z270 Pro4 LGA 1151 Intel Z270) that you linked seems to only support Crossfire; unless I've missed something online.

What overclocking can I achieve on both the coolers you linked? and I've never installed watercooling anything- do you need to constantly resupply it with something?~ Also curious what the motherboard is capable of (overclocking wise) and what features it has or is missing (will dig) I've always been on AMD so I'm unfamilar with how well intel motherboards are... don't I need a mobo around $200 for good overclocking at 4.9ghz+?~~ and again are those coolers good enough for such an overclock.

Both coolers are capable but the overclock is going to depend on the silicon lottery, if it takes a bunch of voltage to get where you want(if it can get there at all) it will be more difficult to cool. The R1 is one of the best air coolers on the market. AIO coolers like that Corsair AIO liquid coolers are maintenance free and don't require cleaning and refilling like custom loops do.

The R1 is absolute overkill for any CPU imo, the H5 is plenty, even the H7 is good enough for a heavy OC at good temps.

I like to hear that regarding the R1 (especially since I live in arizona and temps are already pushing mid 90s here) I've always had overheating issues with components.

I've heard lots of talk of noctua heatsinks but since it isn't even being brought it- it must be the new hyper 212. Haha.

Is the water-cooling option better than the best air cooling option above? I just want the lowest temps possible- but if the R1 does the job better than a hyper 212 ever could~ then I will buy it.

I'm definitely getting an idea of where to go now on both motherboard + cooling thanks to the above posts!

I'm not 100% sure on the motherboard and I'm hoping someone else could endorse the above recommendation by bignastyid.

Nah, the H5 is the way to go, I live in Aus, we get about 105f every day in Summer.
The H7 would be sufficient for heavy OCs at about 70c, the H5 is the next step up, go for that instead.
