Which [8x2]GB RAM is better:

  1. GSkill Ripjaws V 3600 @ 18-22-22-42
  2. GSkill Ripjaws V 3600 @ 16-19-19-39
  3. ADATA XPG spectrix D60G 3600 @ 17-18-18-? [36-38 Possibly]
  4. ADATA XPG spectrix D40 3600 @ 16-18-18-? [35-37 Possibly]
Since Adata never mentions trC values.

I already have the #1 and going to return it for better timing RAM.
Budget wise can' t go beyond $120. or 12500 INR

What should i pick for an AMD 3700X with Aorus Elite WIFI?

1smus doesn't support hynix M-die at 3600.
So i tried tweaking manually, for refrence i'm comparing cinebench r20 and geekbench scores.

1. Default XMP 3600 18-22-22-42-64 1.35v
Cinebench R20: single 491 and Multi : 4751
GeekBench 5: 8641 pbo enabled
GeekBench 5: 8401 pbo disabled

2. Manual OC 3733 18-22-22-42-64 1.368v
Cinebench R20: single 488 and Multi : 4830
GeekBench 5: 8880 pbo enabled

3. Manual OC 3733 16-19-19-39-54 1.368v
Cinebench R20: single 490 and Multi : 4803
GeekBench 5: 8880 pbo enabled

As you see gains are not high also i'm doing ram oc 1st time. Specially tweaking the latency seems to have lesser affect than increasing frequency.

On geekbench 5 3700X rated score is 8907 while mine never crosses 8880 even withram oced.
Also majority have scores above 9k +

Whats wrong with my system ?

Please suggest good oc settings..

There's little point in going over 3600mhz as performance will actually decrease unless you tweak the FCLK.

Well yeah, that's the gist of it.
Frequency upto 3600 > CL > timings

You're new to memory OC. Those scores are done by people who put in the time(lots of trial and effort) to get their scores that high.
It's not as simple as doing 'this and that, and voila!' Memory overclocking is tedious and more difficult than OC'ing cpu core frequency.
-PBO + Auto OC feature
-Ryzen Dram Calc
-Manually tweaking the primary and secondary timings. I've heard the latter can be quite the headache.
The others would be doing all of the above.

Whats wrong with my system ?
Nothing in particular, other than wanting instant results.
You shouldn't get too hung up over it.

Please suggest good oc settings..
I can't do that, because there are too many variables.

A question that needs to be asked: Are you a Memory Enthusiast, or do you just want results now?
