Hi guys
I don't know if this is the right place for this question, but I built my own PC quite some time ago and it's been working just fine for as long as I've had it, until about last week when it wouldn't turn on.
Problem.
The computer isn't turning on, the fans halfheartedly do quarter of a rotation and stop right about as quickly as I push the power button, a small red LED also lights up for a brief moment right next to the 24-pin connector, but they don't do anything when pushing the power button on subsequent attempts. The computer screens aren't registering anything from the PC. There is a small green light on my mobo (sabertooth z77) that is lit when the computer is plugged in and the PSU switch is on, if I shut off the PSU for long enough time it eventually fades out, if I then turn it back on, the computer will cause the fans to spin for a brief moment when I try pushing the power button again.
Does any of this sound familiar to you guys?
What I've done so far.
1. Checked that the PC plugged in.
2. Checked that the power outlet is working.
3. Checked that all the power connections are properly connected inside the PC.
4. Tried to find anything around the motherboard that might be causing a short-circuit.
5. Tried turning it on without anything but the hard-drive and CPU inside.
What I'm thinking about doing
1. I've got another PC that I could cross-reference individual parts on, at least a 980ti that I would rather not go without, that's what I'm thinking I should do now.
2. I could try using the PSU from the test computer on my dysfunctional main computer and vice/versa, this should rule out the PSU, or confirm that the CPU or Motherboard is malfunctioning.
3. I could also try to remove the "Thermal Armor" from my Sabertooth Z77 motherboard to find any visible damages, but I don't really have any idea of how to remove that.
You guys usually know better than me so I figured I'd pop in here and ask for some advice on the situation.

I think I'll start by stating that I swapped a 600 watt PSU into the computer (it had a 1000 watt PSU before)
I thought the computer was working, apparently, I was wrong.
Shortly after installing the other PSU into the computer, it still had some issues. The first time I started up it started up just fine, gave me the login screen, but the mouse started acting sluggish and laggy and it wouldn't give me the password entry "thing" (in windows 10) so I restarted the PC.
Ever since I did that it won't even give me the login screen or any windows loading screen. If I hold in the power button for a few seconds (to shut it down) it will give me the system repair options when I start up again. I tried formatting the computer and after formatting I got into windows but quickly after starting Windows Edge (in order to download Chrome) the PC became unresponsive (seemed to be frozen but the I could still move the mouse around) I restarted the computer and again I didn't get the windows login screen, or any windows loading screen - I'm now attempting a more thorough system formatting to see if that helps.
I'm thinking it might be the power supply is insufficient or the overclocked CPU is causing instability, which I should probably have set back to default before I started any of this.
Any ideas what might be causing the problems this time?
