I built this computer a few months back and I have had these stutters since the start but it ran well enough that I thought maybe it was just poor optimization on the games.
All benchmarks are above the averages for each part on performancetest and userbenchmark. The games all run at great framerates and with low temps, its just every minute or so I will get a microstutter that is annoying but doesn't make the games unplayable.
I have tried ddu with many different versions of drivers for my gpu. I have installed the latest bios/chipset and other drivers. I am unsure if this is just to be expected? I usually unlock my framerate and disable vsync in most games, and I am not surprised when it happens in a game I am below 240 fps... but a game like csgo where I have over 400 fps and I can visually see a microstutter and watch the frametime spike is odd to me. Is my expectation that I should have no microstutters with high fps on most games misplaced? Any suggestions?

edit: things I have tried:
reformat
memtest
checking for thermal throttling
