SEMPRON 145 4ghz ?

how can i make it stable ? i tried 1.5 v and it still shuts down. it's unlocked and i always run it at 3.8ghz but i can't seem to go 4ghz. my Mobo is Asrock N68-Vs3 FX

Silicon lottery, you just might not have a chip that can attain that speed. Nobody can give you clear instructions on how to get it stable as most of them are a tiny bit different, you just have to keep playing around with your OC to see if you can get it stable, and after that if you can live with the temps and whatnot.
