Sempron 2800/3100+ OC ability

I'm a newbie at overclocking and plan to build a budget system to
replace my severely outdated K6-2 500. What's the difference between the
Sempron 2800+ and 3100+ (socket 754, Palermo)? They both have the same
operating freq of 1.8MHz, but the 3100+ is $25 more. Is one better at
overclocking?

I'm pretty sure the 2800+ is only 1.6Ghz (8x200), while the 3100+ is
1.8GHz (9x200). As for overclocking, the multiplier can't be raised on the
cpu's, so you are limited to raising the system bus to overclock. So if
you can only get 266MHz out of your MB, then the 3100+ would overclock
higher by 266 MHz (8x vs. 9x). Assuming you could set any multiplier/bus
speed you wanted they would in theory both run the same.
