Send CPU for RMA?

I have a AMD FX 8320 on a ASRock 970 Extreme 3 R2.0 in my rig. Near the end of November 2015, my rig crashed somehow.. I was playing CS GO then suddenly it crashed. Then my hard drive wouldn't boot etc. I got it replaced since it got damaged because of that. But also, after it crashed my fans now run even though my PC is off. It was never like that before (1 1/2 years). Now since I got my hard drive, I tried installing every possible Windows from 7 and up. But each time, it doesn't load. I checked my BIOS and the CPU temperature is 35 - 58°C. Then when it reached pass 60°C, I tried then. It worked! But then it froze when it cooled down a bit. I experimented this multiple times and each time it happened. Why does it have to be above 60C? It never happened before that failure. Did my CPU get damaged? Because after since my computer crashed, that happened.
 


Can it be the PSU? Because I can only boot my secondary hard drive on safe mode. And to boot it normally or install Windows, CPU has to be 60+. At the moment I'm doing the PassMark MemTest86 V.6.2.0 to see if the memory is the problem, then I'm going to do a CPU Stress Test. But I will try that.
