Sent my computer to repairs. Apparently it's a motherboard problem

Lately I've been having a pretty bad problem with my computer. Basically, when I press the power button to turn it on, sometimes it powers on fine, sometimes it doesn't. More often than not, it doesn't turn on at all. The green light appears, but the red light doesn't. When the red light does show up, I know it has powered on.

It's extremely frustrating as it only works when I'm lucky. But on the past few days I wasn't getting any luck (could not power on at all, even after numerous attempts). So I sent it to the repairs.

The technician said it's a problem with the motherboard, and I have to replace it. I want to confirm with you guys if this kind of problem can really be caused by a faulty motherboard. I assumed it was likely a problem with the power supply, or even dust on the insides, since I haven't cleaned it for years.

What do you guys think? Can this problem really be caused by a failing motherboard?
