[SOLVED] Serious FPS Issue...

So, long story short, my frames per second is absolutely garbage, especially with Modern Warfare. The below rig is what I'm running and I'm at a loss for words here for a change...

Intel I7 9700K 3.6GHZ
ASUS ROG Maximus XI Formula
Corsair Vengence 32GR DDR4 PC3200
EVGA GeForce RTX 2080Ti 11GB GPU
Corsair AX1500W PSI
EKWB custom water loop
Windows 10 Build 18362

FurMark default full screen stress test (1920x1080), put it at a score of 507 with an average FPS of 9. What on earth could this be!?

Do you have a dual screen set up? If so make sure that the one connected to your 2080 is your main screen from windows display settings.
If not make sure your 2080 is connected to your screen and not your mobo.
