Serious heat problems with i7 4790k and h100i

I recently got a h100i v2 for my 4790k. My last cooler was a be quiet pure rock and that was running into the 70s at mild load and 90s under heavier load. I haven't overclocked yet so my cpu is at stock. The h100i seems to be even worse. As soon as I start prime 95 it goes to 100C while at 70% pump speed and it runs at about 50C at idle. The cooler is mounted properly and the tube running to the radiator is hot under load so I know that proper contact is being made. The thermal paste being used is cryorig cp7. I have shaken my computer in every direction to try to remove air bubbles and nothing happened. Cinebench puts the cpu at around 80C with the cpu being throttled. I have tried re seating the block and putting on new paste. I am leaning toward a cpu problem because of the tube on the cooler being hot under load. The cpu I had before was an i5 4590, it ran fine but that might be just because of the lower clock and the 4 threads. Thank you

First of all it is recommended to connect the pump directly with the PSU. Motherboard headers have variable voltages and the pump needs a constant 12V supply. If the pump is connected in one of the headers then make sure that you've set to run all in full speed in the BIOS.

Then manually set the voltage to 1.190V-1.2V (Stock Speed). Some stress test causes sudden voltage spikes resulting in that temperature. Also make sure that the mobo is not applying any kind of automatic overclock.
 


The voltage is already stock and I turned off my motherboard's automatic overclocking. I The pump is manually set to run at 3000rpm through corsair link.
 


I manually set it to 1.1 and the clock to 4.0 so it wouldn't boost. It isn't as bad now but it's still a crippling problem.
 
I ended up contacting Intel and to my surprise they offered to replace my cpu with a new one. It's really shocking considering that it's a 3 year old chip that I bought used and don't have the box for. I have a new respect for Intel. Thanks to everyone who tried to help anyway.
